To call Mexico City, Guadalajara and Monterrey from anywhere in Mexico you will need to dial 01 + a two-digit long distance code (Mexico City 55, Guadalajara 33, Monterrey 81) + the 8 digits of the phone number. For any calls to any other city in Mexico you must dial 01 + 3-digit long distance code + 7 digits of the phone number.
To call a cell phone in Mexico City, Guadalajara and Monterrey from anywhere in Mexico you will need to dial 044 + the two-digit long distance code (Mexico City 55, Guadalajara 33, Monterrey 81) + the 8 digits of the cell phone number. For calls to a cell phone in any other city in Mexico you must dial 044 + the 3-digit long distance code + the 7 digits of the cell phone number. For long distance calls to cellphones you must dial 01 + a 2- or 3-digit code (new code) + the cell phone number. To call Mexico from abroad you will need to dial the access code of the country you are in + 52 + the new long distance code + 7 or 8 digits (see above).
